East Hampshire and Havant to progress shared management

East Hampshire District Council and Havant Borough Council have formally agreed to progress plans for a shared senior management team, due to save more than £500,000 a year.
 
The detailed proposal was set out in a business case drafted by shared Chief Executive, Sandy Hopkins, and will see the current 15-strong senior management team reduced to seven full-time permanent posts. Ms Hopkins has been shared Chief Executive of the two councils since October 2009, following East Hampshire's invitation to Havant to work as partners to reduce costs and secure vital services.

Leader of East Hampshire District Council, Councillor David Parkinson, said: "I am delighted that East Hampshire councillors have approved this proposal, following intense debate and our Overview and Scrutiny Committee's robust examination. This agreement is a historic milestone and sets us firmly on the road to delivering quality services at even better value for money."
 
Councillor Tony Briggs, Leader of Havant Borough Council, added: "With increasing pressure on funding for government at all levels, we are taking this important step to preserve local services and minimise the burden on the taxpayer. I am pleased that the two councils have agreed to this partnership, which will be a win for the residents of both areas."
 
The recruitment process for the senior management will take place over the summer and the team will take office in October. One of their first tasks will be to see how similar services in the two councils can support each other and become more efficient. The team is expected to present further proposals for improving efficiency and quality by Spring 2011.

oh god, now we live in East Havantshire. Why couldn't they merge with somewhere more similar like Winchester?
